Introduction to Travel Planning

A Travel Plan is a package of measures to manage travel behaviour to and from a particular site. It is commonplace for the travel plan to have a target of reducing single-occupancy car use to the site, whilst promoting more sustainable travel choices.

The University of West London is committed to maintaining, and if possible improving, the environment through its activities. The motor car accounts for a significant proportion of carbon dioxide emissions. Often there are more sustainable modes which people could use as an alternative, especially given that nearly a quarter of car journeys are less than two miles and over half of all journeys made by car are less than five miles (CfIT, 2007). Several national and international policies, agreements and treaties have been introduced which will help to address the problems high levels of car usage bring about, including:

  • Planning Policy Guidance 13 (UK Government, 2001)
  • Transport White Paper (UK Government, 1998)
  • Road Traffic Reduction Act (UK Government, 1997)
  • Kyoto Climate Change Conference (International, 1997)
  • Rio Earth Summit (International, 1992).

The University of West London Planning Project

A travel plan has been developed by the University of West London, with the principal aim of managing the transport generated by the University's activities - including travel by staff and students to and from the University's sites.

The project team is comprised of the University of West London's Facilities Department in partnership with transport consultancy, Steer Davies Gleave. The project has two phases, with phase one, the Travel Plan, completed early in 2009. Shortly after, the second phase started earlier and involves a:

  • car park management strategy
  • bus strategy
  • marketing and communications strategy.

The travel plan has also given us the opportunity to work with stakeholders in our local community including:

  • WestTrans, the Sub-regional Travel Plan Coordinator
  • The Golden Mile Group and the possible Shuttle Bus subgroup
  • other employers and large organisations, eg NHS Trusts where large numbers of nursing students go on placements, Reading University, etc
  • Slough Borough Council
  • Reading Council
  • local cycle shops.

Going Green

It is important to reduce the impact of all transport activity generated by organisations given the problems of:

  • emissions of carbon dioxide, the main greenhouse gas contributing to global warming
  • exhaust fume emissions impacting health
  • noise pollution
  • road rage
  • road traffic casualties
  • delays
  • the costs associated with all of the above.

The University of West London is committed to:

'...do all they can to mitigate the negative impacts of the travel generated by their activities across all campuses. This will be supported by policies that ensure that all aspects of their work that have a transport impact are undertaken in a sustainable manner.'

In addition, the following sub-objectives have been identified:

  • to support provision of high quality education and efficient operation of all of the University's campuses, through effective transport and parking management
  • to encourage an increase in use of sustainable modes of travel such as walking, cycling and public transport amongst staff, students and visitors
  • to maximise opportunities for staff, students and visitors to travel to all of the University's campuses by alternatives to driving alone
  • to maximise opportunities for staff to undertake University business using alternatives to driving alone
  • to improve the health and well-being of staff and students, through the promotion of healthy transport modes such as walking and cycling
  • for the University of West London to play its part in reducing pollution and carbon dioxide emissions from the transport it generates
  • to ensure that the University of West Londons activities have minimal negative impact on the local area in the vicinity of each of its campuses and in the catchment areas it serves, including a reduction in on-street parking
  • to achieve better connections with Reading (especially important given course transfers from Reading to Ealing) and enhance the perception of the University of West London by staff and students as one University
  • for the travel plan to be flexible and accommodating of future development proposals at each of the campuses.
