Equivalent or Lower Qualifications (ELQs)

In 2007, the Government announced that it would begin to phase out funding for UK / EU students studying for a qualification that is equivalent to, or of a lower level, than one they already hold.

This means that, if you already hold a Bachelor's degree for example, but wish to study for a DipHE or HND, you may no longer be entitled to pay the Home / EU fees. Higher fees will be applied instead (the ELQ fee).

The same applies if you wish to study for an equivalent qualification. So for example, if you hold a Bachelor's degree and want to study for another Bachelor's degree, you will have to pay the ELQ fee.

University of West London, along with other institutions, will be charging higher fees to ELQ students entering the University from September 2009 onwards.

For new students starting a course in 2011/12, the ELQ fee will be £5,100 per year for full-time students, and £560 per 20 credit module for part-time students.  Fees are subject to confirmation.

Note: if you are an ELQ student, your entitlement to funding for your course is also likely to be affected. 

This is the case even if you fall into one of the groups of students who are exempt from being charged the higher ELQ fee. 

This government decision is intended to prioritise funding to universities for students who are either entering higher education for the first time, or progressing to higher qualifications.

Exemptions from ELQ fee

Some students do not need to pay the ELQ, these are:
  • those studying undergraduate programmes in medicine, dentistry, social work, nursing and midwifery
  • those taking courses that lead to qualified teacher status;
  • those studying for a foundation degree
  • those students in receipt of the Disabled Student's Allowance (DSA).
