Bill works on Supply Chain Masters Programmes at the Royal Institute of Management Bhutan and has done so for the last ten years. RIM is the main public sector University in Bhutan. He was made a visiting professor to RIM in March 2019.

He was Head of Procurement and Head of Procurement Profession for the Department of Business Innovation and Skills (DTI/BIS a Major UK Government Ministry) from 2003-2007.

Bill is a question author for CIPS new exams and a senior assessor CIPS. In addition, he is a question author for subjects across the PD (L6) level. Bill has delivered procurement training and consulted on strategic procurement all over the world.

Teaching

Bill is a senior CIPS Assessor and has delivered educational programmes for CIPS to nine developing countries. He has responsibility for CIPS examinations taken by members of CIPS in China.
