Paul received his undergraduate social work education in Tanzania and ​postgraduate in Sweden and England. He is currently working on a PhD project researching juvenile justice policy in Tanzania focusing on the match between policy and practice. Paul has frontline social work practice experience in England (2004-2013) in the area of children and families where he worked as a social worker and later a manager delivering of a wide range of child protection and family support services. Since 2013 he has lectured on Social work in Tanzania (Institute of Social Work, University of Dar es salaam) as well as England (Canterbury Christ Church University).

Paul has engaged in several strategic social work projects in Tanzania such as chairing a social work curriculum development committee of the Association of schools of Social Work in Tanzania - ASSWOT (2015-2020) working with HEI(s) and other stakeholders including the education regulator in Tanzania (NACTE) championing the need for quality in Social work curricula in Tanzania, he has also worked on a government project researching social work and social welfare services in Tanzania and the eventual writing up of a social work bill for regulating Social work in Tanzania in 2018.

Paul's research interests include cross-cultural social work practice, social work values and ethics, international social work and children and families work.
